(1) din&nbsp;<em>Ordonan\u0163a Guvernului nr. 84\/2001 privind \u00eenfiin\u0163area, organizarea \u015fi func\u0163ionarea serviciilor publice comunitare de eviden\u0163\u0103 a persoanelor<\/em>, aprobat\u0103 cu modific\u0103ri \u015fi complet\u0103ri prin Legea nr. 372\/2002, cu modific\u0103rile \u015fi complet\u0103rile ulterioare.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\"><strong>Art. 2<\/strong>&nbsp;\u2013 (1) Direc\u0163ia de Eviden\u0163a Persoanelor&nbsp;este constituit \u00een conformitate cu prevederile art. 25 alin. (1) din Ordonan\u0163a Guvernului nr. 84\/2001.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\">(2)&nbsp;Direc\u0163ia de Eviden\u0163a Persoanelor a Municipiului Slobozia se constituie&nbsp;<strong>cu personalitate juridic\u0103, prin hot\u0103r\u00e2re a consiliului local.<\/strong><\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\"><strong>Art. 3<\/strong>&nbsp;&#8211; (1) Scopul&nbsp;Direc\u0163iei de Eviden\u0163a Persoanelor este acela de a exercita competen\u0163ele ce \u00eei sunt conferite prin lege pentru punerea \u00een aplicare a prevederilor actelor normative care reglementeaz\u0103 activitatea de eviden\u0163\u0103 a persoanelor \u00een sistem de ghi\u015feu unic.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\">(2) Activitatea  Direc\u0163ia de Eviden\u0163a Persoanelor se desf\u0103\u015foar\u0103 \u00een interesul persoanei \u015fi al comunit\u0103\u0163ii, \u00een sprijinul institu\u0163iilor statului, exclusiv pe baza \u015fi \u00een executarea legii.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\"><strong>Art. 4<\/strong>&nbsp;\u2013 Activitatea  Direc\u0163iei de Eviden\u0163a Persoanelor este coordonat\u0103 \u015fi controlat\u0103 metodologic, \u00een mod unitar, de Direc\u0163ia pentru Eviden\u0163a Persoanelor \u015fi Administrarea Bazelor de Date, denumit\u0103 \u00een continuare D.E.P.A.B.D., \u015fi de Direc\u0163ia de Eviden\u0163\u0103 a Persoanelor a jude\u0163ului Ialomi\u021ba.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\"><strong>Art. 5<\/strong>&nbsp;\u2013 (1)&nbsp;Direc\u0163ia de Eviden\u0163a Persoanelor asigur\u0103 \u00eentocmirea, p\u0103strarea, eviden\u0163a \u015fi eliberarea actelor de stare civil\u0103, a c\u0103r\u0163ilor de identitate, a c\u0103r\u0163ilor electronice de identitate \u015fi a c\u0103r\u0163ilor de aleg\u0103tor, precum  \u0219i desf\u0103\u0219urarea activit\u0103\u021bilor de primire a cererilor \u0219i de eliberare a pa\u0219apoartelor simple electronice, a permiselor de conducere, a certificatelor de \u00eenmatriculare a vehiculelor \u0219i a pl\u0103cilor cu numere de \u00eenmatriculare, \u00een sistem de ghi\u0219eu unic.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\">(2) \u00cen vederea \u00eendeplinirii prerogativelor cu care este investit\u0103, Direc\u0163ia de Eviden\u021b\u0103 a Persoanelor colaboreaz\u0103 cu celelalte structuri ale prim\u0103riei, ale Ministerului Afacerilor Interne \u015fi coopereaz\u0103 cu autorit\u0103\u0163ile publice, precum \u015fi cu persoane fizice \u015fi persoane juridice, pe probleme de interes comun, potrivit prevederilor actelor normative \u00een vigoare.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\"><strong>CAPITOLUL II<\/strong><\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\"><strong>ORGANIZAREA&nbsp;SERVICIULUI PUBLIC COMUNITAR LOCAL DE EVIDEN\u0162A PERSOANELOR <\/strong><\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\"><strong>Art. 6<\/strong>&nbsp;&#8211; (1) Structura organizatoric\u0103, statul de func\u0163ii \u015fi regulamentul de organizare \u015fi func\u0163ionare ale direc\u0163iei de eviden\u021b\u0103 a persoanelor se stabilesc prin hot\u0103r\u00e2re a consiliului local al municipiului Slobozia, cu avizul prealabil al D.E.P.A.B.D \u015fi al Agen\u0163iei Na\u0163ionale a Func\u0163ionarilor Publici.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\">(2) Organigrama direc\u0163iei de eviden\u021b\u0103 a persoanelor este prev\u0103zut\u0103 \u00een anexa nr. 1 la prezentul regulament<strong>.<\/strong><\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\">(3) Statul de func\u0163ii al direc\u0163iei de eviden\u021b\u0103 a persoanelor este prev\u0103zut \u00een anexa nr. 2 la prezentul regulament.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\"><strong>Art. 7<\/strong>&nbsp;&#8211;&nbsp;Direc\u0163ia de Eviden\u0163a Persoanelor  are atribu\u0163ii pe linie de:<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\">a) &#8211; eviden\u0163\u0103 a persoanelor \u015fi eliberare a actelor de identitate;<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\">b) &#8211; stare civil\u0103;<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\">c) &#8211; eliberare a pa\u0219apoartelor simple electronice, a permiselor de conducere, a certificatelor de \u00eenmatriculare \u0219i a pl\u0103cilor cu numere de \u00eenmatriculare a vehiculelor;<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\">d) &#8211; informatic\u0103;<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\">e) &#8211; analiz\u0103 &#8211; sintez\u0103, secretariat-arhiv\u0103 \u015fi rela\u0163ii publice.<sup><strong><a href=\"https:\/\/evp-deva.ro\/despre-noi\/rof#sdfootnote1sym\"><sup>1<\/sup><\/a><\/strong><\/sup><\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\"><strong>Art. 8<\/strong>&nbsp;\u2013 (1)&nbsp;Direc\u0163ia de Eviden\u0163a Persoanelor exercit\u0103 atribu\u0163iile ce-i sunt conferite de lege pentru solu\u0163ionarea cererilor cet\u0103\u0163enilor care au domiciliul sau re\u015fedin\u0163a pe raza de competen\u0163\u0103.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\">(2) \u00cen vederea atingerii obiectivelor stabilite, activitatea direc\u0163iei are la baz\u0103 rela\u0163ii de autoritate (ierarhice, func\u0163ionale), de cooperare, de coordonare \u015fi de control, potrivit atribu\u0163iilor stabilite pentru fiecare structur\u0103 component\u0103 \u00een parte.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\">(3) Rela\u0163iile de autoritate ierarhice se stabilesc \u00eentre conducerea direc\u0163iei de eviden\u021b\u0103 a persoanelor \u015fi structurile subordonate acestuia \u00een scopul men\u0163inerii, p\u0103str\u0103rii \u015fi perfec\u0163ion\u0103rii st\u0103rii de func\u0163ionalitate a serviciului. Acela\u015fi tip de rela\u0163ii se stabilesc \u00eentre \u015fef \u015fi personalul subordonat acestuia.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\"><strong>Art. 9<\/strong>&nbsp;&#8211;&nbsp;(1) Direc\u021bia de eviden\u021b\u0103 a persoanelor  este organizat la nivel de direc\u0163ie \u015fi are \u00een componen\u0163\u0103 Serviciul de stare civil\u0103 \u0219i administrativ \u015fi Compartimentul de eviden\u021b\u0103 a persoanelor<strong>.<\/strong><\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\">(2) La nivelul direc\u0163iei de eviden\u021b\u0103 a persoanelor, activitatea de control \u015fi coordonare este atributul conducerii \u015fi se realizeaz\u0103 prin intermediul directorului. De asemenea, \u00een activitatea de control, pe linii specifice de munc\u0103, directorul executiv poate angrena \u015fi alt personal specializat din cadrul structurilor proprii.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\">(3) \u00cen cadrul compartimentului unde nu sunt prev\u0103zute func\u0163ii de conducere, se stabilesc rela\u0163ii de autoritate func\u0163ionale \u00eentre personalul cu func\u0163ia cea mai mare \u015fi restul personalului acestor structuri, \u00een vederea \u00eendrum\u0103rii \u015fi \u00eembin\u0103rii \u00een mod unitar a activit\u0103\u0163ii acestora, a echilibr\u0103rii sarcinilor \u015fi a armoniz\u0103rii eforturilor necesare pentru asigurarea unit\u0103\u0163ii de ac\u0163iune \u00een vederea \u00eendeplinirii obiectivelor propuse.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\"><strong>Art<\/strong>.&nbsp;<strong>10&nbsp;<\/strong>-(1) Direc\u0163ia de Eviden\u0163a Persoanelor prime\u015fte \u015fi solu\u0163ioneaz\u0103 cererile cet\u0103\u0163enilor pe probleme specifice de eviden\u0163\u0103 a persoanelor din municipiul Slobozia, \u00een care func\u0163ioneaz\u0103 direc\u021bia.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\">(2)&nbsp;Direc\u0163ia de Eviden\u0163a Persoanelor prime\u015fte \u015fi solu\u0163ioneaz\u0103 cererile cet\u0103\u0163enilor pe probleme specifice de eviden\u0163\u0103 a persoanelor din comunele arondate acestei direc\u021bii respectiv,&nbsp;<em><strong>Albe\u0219ti, Amara, Andr\u0103\u0219e\u0219ti, Bucu, Ciulni\u021ba, Cos\u00e2mbe\u0219ti, Gheorghe Doja, Gheorghe Laz\u0103r, Grivi\u021ba, M\u0103rcule\u0219ti, Milo\u0219e\u0219ti, Ograda, Perie\u021bi, Reviga, S\u0103lcioara, Sc\u00e2nteia, Traian<\/strong><\/em><em>,<\/em>&nbsp;la care nu s-au constituit \u00eenc\u0103 servicii publice comunitare locale.<sup><a href=\"https:\/\/evp-deva.ro\/despre-noi\/rof#sdfootnote2sym\"><sup>2<\/sup><\/a><\/sup><\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\">(3) Modificarea arond\u0103rii actuale a direc\u0163iei de eviden\u021b\u0103 a persoanelor se stabile\u015fte prin hot\u0103r\u00e2re a consiliului jude\u0163ean, la propunerea direc\u021biei jude\u0163ene, cu avizul prealabil al Direc\u0163iei pentru Eviden\u0163a Persoanelor \u015fi Administrare a Bazelor de Date.<sup><strong><a href=\"https:\/\/evp-deva.ro\/despre-noi\/rof#sdfootnote3sym\"><sup>3<\/sup><\/a><\/strong><\/sup><\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\"><strong>Art. 11&nbsp;<\/strong>&#8211; (1) Conducerea direc\u0163iei de eviden\u021b\u0103 a persoanelor este asigurat\u0103 de director.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\">(2)&nbsp;Directorul Direc\u0163iei de Eviden\u0163a Persoanelor&nbsp;este numit sau eliberat din func\u0163ie prin hot\u0103r\u00e2re a consiliului local, \u00een condi\u0163iile legii, cu avizul prealabil al Direc\u0163iei pentru Eviden\u0163a Persoanelor \u015fi Administrare a Bazelor de Date \u00een conformitate cu prevederile art. 9 alin. (2) din Metodologia privind criteriile de dimensionare a num\u0103rului de func\u0163ii din aparatul serviciilor publice comunitare de eviden\u0163\u0103 a persoanelor, constituirea patrimoniului \u015fi managementul resurselor umane, financiare \u015fi materiale, aprobat\u0103 prin Hot\u0103r\u00e2rea Guvernului nr. 2104\/2004, cu modific\u0103rile \u015fi complet\u0103rile ulterioare.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\"><strong>Art. 12<\/strong>&nbsp;&#8211; (1) Directorul reprezint\u0103 Direc\u0163ia de Eviden\u0163a Persoanelor \u00een rela\u0163iile cu \u015fefii celorlalte structuri din cadrul prim\u0103riei, cu \u015fefii (comandan\u0163ii) unit\u0103\u0163ilor din Ministerul Afacerilor Interne, cu institu\u0163iile \u015fi organismele din afara sistemului Ministerului Afacerilor Interne, potrivit competen\u0163elor legale.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\">(2) \u00cen aplicarea ordinelor \u015fi instruc\u0163iunilor de nivel superior, directorul Direc\u0163iei de Eviden\u0163\u0103 a Persoanelor emite dispozi\u0163ii obligatorii pentru tot personalul din subordine, \u00een conformitate cu prevederile legale.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\">(3) \u00cen condi\u0163iile legii \u015fi reglement\u0103rilor specifice, directorul  Direc\u0163iei de Eviden\u0163\u0103 a Persoanelor poate delega unele atribu\u0163ii din competen\u0163a sa altor persoane din subordine.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\"><strong>Art. 13<\/strong>&nbsp;\u2013 (1) Directorul  Direc\u0163iei de Eviden\u0163\u0103 a Persoanelor r\u0103spunde \u00een fa\u0163a consiliului local de \u00eentreaga activitate pe care o desf\u0103\u015foar\u0103, potrivit prevederilor fi\u015fei postului.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\">(2) Personalul Direc\u0163iei de Eviden\u0163\u0103 a Persoanelor r\u0103spunde de \u00eentreaga activitate pe care o desf\u0103\u015foar\u0103, \u00een fa\u0163a \u0219efului serviciului.<\/p>\n\n\n\n<h4 class=\"wp-block-heading has-text-color\" style=\"color:#324b80\"><em>CAPITOLUL III<\/em><\/h4>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\"><strong>ATRIBU\u0162IILE<\/strong>&nbsp;<strong>DIREC\u0162IEI DE EVIDEN\u0162\u0102 A PERSOANELOR <\/strong><\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\">&nbsp;<br><strong>Art. 14 &#8211;<\/strong>&nbsp;Direc\u0163ia de Eviden\u0163a Persoanelor are urm\u0103toarele atribu\u0163ii principale:<\/p>\n\n\n\n<ol style=\"color:#324b80;list-style-type:lower-alpha\" class=\"wp-block-list has-text-color\">\n<li>\u00eentocme\u015fte, \u0163ine eviden\u0163a \u015fi elibereaz\u0103 certificatele de stare civil\u0103;<\/li>\n\n\n\n<li>\u00eenregistreaz\u0103 actele \u015fi faptele de stare civil\u0103, precum \u015fi men\u0163iunile \u015fi modific\u0103rile intervenite \u00een statutul civil, \u00een domiciliul \u015fi re\u015fedin\u0163a persoanei, \u00een condi\u0163iile legii;<\/li>\n\n\n\n<li>\u00eentocme\u015fte \u015fi p\u0103streaz\u0103 registrele de stare civil\u0103, \u00een condi\u0163iile legii;<\/li>\n\n\n\n<li>\u00eentocme\u015fte, completeaz\u0103, rectific\u0103, anuleaz\u0103 sau reconstituie actele de stare civil\u0103 \u015fi orice men\u0163iuni efectuate pe actele de stare civil\u0103, \u00een condi\u0163iile legii;<\/li>\n\n\n\n<li>constat\u0103 desfacerea c\u0103s\u0103toriei, prin divor\u0163 pe cale administrativ\u0103, dac\u0103 so\u0163ii sunt de acord cu divor\u0163ul \u015fi nu au copii minori, n\u0103scu\u0163i din c\u0103s\u0103torie sau adopta\u0163i;<\/li>\n\n\n\n<li>actualizeaz\u0103 Registrul Jude\u0163ean de Eviden\u0163\u0103 a Persoanelor, cu datele de identificare \u015fi adresele cet\u0103\u0163enilor care au domiciliul sau re\u015fedin\u0163a \u00een raza de competen\u0163\u0103 teritorial\u0103 a direc\u0163iei de eviden\u021b\u0103 a persoanelor;<\/li>\n\n\n\n<li>utilizeaz\u0103 \u015fi valorific\u0103 Registrul Na\u0163ional de Eviden\u0163\u0103 a Persoanelor;<\/li>\n\n\n\n<li>furnizeaz\u0103, \u00een cadrul Sistemului na\u0163ional informatic de eviden\u0163\u0103 a popula\u0163iei, denumit \u00een continuare S.N.I.E.P., date necesare pentru actualizarea Registrului Na\u0163ional de Eviden\u0163\u0103 a Persoanelor;<\/li>\n\n\n\n<li>furnizeaz\u0103, \u00een condi\u0163iile legii, datele de identificare \u015fi de adres\u0103 ale persoanei c\u0103tre autorit\u0103\u0163ile \u015fi institu\u0163iile publice centrale, jude\u0163ene \u015fi locale, agen\u0163ii economici \u015fi c\u0103tre cet\u0103\u0163eni;<\/li>\n\n\n\n<li>prime\u015fte, \u00een sistem de ghi\u015feu unic, cererile \u015fi documentele necesare \u00een vederea eliber\u0103rii c\u0103r\u0163ilor de identitate, c\u0103r\u0163ilor de aleg\u0103tor, pa\u0219apoartelor simple electronice, permiselor de conducere, certificatelor de \u00eenmatriculare \u0219i a placilor cu numere de \u00eenmatriculare a vehiculelor \u0219i le \u00eenainteaz\u0103 serviciului public comunitar jude\u021bean de eviden\u021b\u0103 a persoanelor, serviciului public comunitar pentru eliberarea \u0219i eviden\u021ba pa\u0219apoartelor simple, respectiv serviciului public comunitar regim permise de conducere \u0219i \u00eenmatriculare a vehiculelor.<\/li>\n\n\n\n<li>prime\u015fte de la structurile competente c\u0103r\u0163ile de identitate, c\u0103r\u0163ile de aleg\u0103tor, pa\u0219apoartele simple electronice, permisele de conducere, certificatele de \u00eenmatriculare \u0219i placile cu numere de \u00eenmatriculare a vehiculelor, pe care le elibereaz\u0103 solicitan\u0163ilor;<\/li>\n\n\n\n<li>\u0163ine registrele de eviden\u0163\u0103 pentru fiecare categorie de documente eliberate;<\/li>\n\n\n\n<li>constat\u0103 contraven\u0163iile \u015fi aplic\u0103 sanc\u0163iuni, \u00een condi\u0163iile legii;<\/li>\n\n\n\n<li>\u00eendepline\u015fte \u015fi alte atribu\u0163ii specifice activit\u0103\u0163ii de eviden\u0163\u0103 a persoanelor, reglementate prin acte normative.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\">Sec\u0163iunea I<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\"><strong>ATRIBU\u0162II PE LINIE DE EVIDEN\u0162\u0102 A PERSOANELOR<\/strong><\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\"><strong>\u015eI ELIBERARE A ACTELOR DE IDENTITATE<\/strong><\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\"><strong>Art. 15&nbsp;<\/strong>\u2013 \u00cen domeniul eviden\u0163ei persoanelor \u015fi eliber\u0103rii actelor de identitate, direc\u0163ia <span style=\"font-size: revert; color: initial;\">de eviden\u0163\u0103 a persoanelor<\/span>are class=\"has-text-color\" style=\"color:#324b80\"><strong>Art. 16<\/strong>&nbsp;\u2013 Pe linie de stare civil\u0103, direc\u0163ia <span style=\"font-size: revert; color: initial;\">de eviden\u0163\u0103 a persoanelor<\/span> are urm\u0103toarele atribu\u0163ii principale:<\/p>\n\n\n\n<ol style=\"color:#324b80;list-style-type:lower-alpha\" class=\"wp-block-list has-text-color\">\n<li>\u00eentocme\u015fte, la cerere sau din oficiu, potrivit legii, acte de na\u015ftere, de c\u0103s\u0103torie \u015fi de deces, \u00een dublu exemplar \u015fi elibereaz\u0103 persoanelor fizice \u00eendrept\u0103\u0163ite certificate doveditoare<em>,\u00a0<\/em>privind actele \u015fi faptele de stare civil\u0103 \u00eenregistrate;<\/li>\n\n\n\n<li>colaboreaz\u0103 cu asistentul social din cadrul Spitalului Slobozia \u0219i Biroul de Ordine Public\u0103 din cadrul IPJ Ialomi\u021ba pentru efectuarea verific\u0103rilor \u00een vederea stabilirii identit\u0103\u021bii mamelor care nu prezint\u0103 acte de identitate \u0219i\/sau au identitate declarat\u0103 \u0219i nasc \u00een maternitatea Slobozia, \u00een vederea \u00eenregistr\u0103rii na\u0219teri minorilor;<\/li>\n\n\n\n<li>verific\u0103 gravida\/mama \u00een registrele de stare civil\u0103 proprii sau \u00een registrele S.P.C.L.E.P.\/primariei unit\u0103\u021bii c\u0103rui mama are identitatea declarat\u0103 \u00een baza documentelor prev\u0103zute la art. 30 alin 2 din HG 64\/2011, actualizat\u0103;<\/li>\n\n\n\n<li>\u00eenscrie men\u0163iuni pe marginea actelor de stare civil\u0103 aflate \u00een p\u0103strare \u015fi trimite comunic\u0103ri de men\u0163iuni pentru \u00eenscriere \u00een registrele de stare civil\u0103 exemplarul I sau, dup\u0103 119\/1996 actualizat\u0103 \u0219i republicat\u0103 \u0219i solicit\u0103, \u00een termen de 24 de ore, \u00een scris, I.P.J. IALOMI\u021aA preluarea de c\u0103tre un poli\u021bist criminalist a unei noi imagini faciale \u0219i a unui nou set de impresiuni papilare \u0219i compararea acestora \u00een vederea identific\u0103rii persoanei;<\/li>\n\n\n\n<li>\u00een situa\u021bia \u00een care, urmare a compar\u0103rii seturilor de imagini faciale \u0219i amprente papilare, expertul certific\u0103 faptul c\u0103 acestea corespund, ofi\u021berul de stare civil\u0103 \u00eenregistreaz\u0103 tardiv na\u0219terea, trimite comunicare de na\u0219tere c\u0103tre S.P.C.L.E.P.-ul de domiciliu \u0219i un extras de pe actul de na\u0219tere al mamei c\u0103tre prim\u0103ria unit\u0103\u021bii administrativ teritoriale unde s-a \u00eenregistrat na\u0219terea copilului;<\/li>\n\n\n\n<li>\u00eenscrie men\u021biuni pe marginea actului de stare civil\u0103 aflate \u00een p\u0103strare \u0219i trimite comunic\u0103ri de men\u021biuni pentru \u00eenscriere \u00een registrele de stare civil\u0103 exemplarul I sau, dup\u0103 caz, exeplarul II, \u00een condi\u021biile metodologiei cu privire la aplicarea unitar\u0103 a dispozi\u021biilor \u00een materie de stare civil\u0103;<\/li>\n\n\n\n<li>elibereaz\u0103, gratuit, la cererea autorit\u0103\u0163ilor publice, extrase pentru uz oficial de pe actele de stare civil\u0103, precum \u015fi fotocopii ale documentelor aflate \u00een arhiva proprie, cu respectarea prevederilor Legii nr. 16\/1996 a Arhivelor Na\u0163ionale, precum \u015fi ale  Regulamentului (UE) 2016\/679 al Parlamentului European \u0219i al Consiliului privind protec\u021bia persoanelor fizice \u00een ceea ce prive\u0219te prelucrarea datelor cu caracter personal \u015fi libera circula\u0163ie a acestor date;<\/li>\n\n\n\n<li>elibereaz\u0103, la cererea persoanelor fizice, dovezi privind \u00eenregistrarea unui act de stare civil\u0103; dovezile cuprind, dup\u0103 caz, preciz\u0103ri referitoare la men\u0163iunile existente pe marginea actului de stare civil\u0103;<\/li>\n\n\n\n<li>trimite, structurilor de eviden\u0163\u0103 a persoanelor din cadrul direc\u021biei de eviden\u0163\u0103 a persoanelor, la care este arondat\u0103 unitatea administrativ-teritorial\u0103, \u00een termen de 10 zile de la data \u00eentocmirii actului de stare civil\u0103 sau a modific\u0103rilor intervenite \u00een statutul civil, comunic\u0103ri nominale pentru n\u0103scu\u0163ii vii, cet\u0103\u0163eni rom\u00e2ni, ori cu privire la modific\u0103rile intervenite \u00een statutul civil al cet\u0103\u0163enilor rom\u00e2ni; actele de identitate ale persoanelor decedate ori declara\u0163iile din care rezult\u0103 c\u0103 persoanele decedate nu au avut act de identitate se trimit la structura de eviden\u0163\u0103 a persoanelor din cadrul serviciului public comunitar local de eviden\u0163\u0103 a persoanelor de la ultimul loc de domiciliu;<\/li>\n\n\n\n<li>trimite centrelor militare p\u00e2n\u0103 la data de 5 a lunii urm\u0103toare \u00eenregistr\u0103rii decesului, documentul de eviden\u0163\u0103 militar\u0103 aflat asupra cet\u0103\u0163enilor incorporabili sau recru\u0163ilor;<\/li>\n\n\n\n<li>prime\u0219te, de la structurile de stare civil\u0103 ale unit\u0103\u021bilor administrativ teritoriale care sunt arondate direc\u021biei de eviden\u0219\u0103 a persoanelro, p\u00e2n\u0103 la data de 5 a lunii urm\u0103toare, certificatele anulate la completare;<\/li>\n\n\n\n<li>\u00eentocme\u015fte buletine statistice de na\u015ftere, de c\u0103s\u0103torie \u015fi de deces, \u00een conformitate cu normele Institutului Na\u0163ional de Statistic\u0103, pe care le trimit, p\u00e2n\u0103 la data de 5 a lunii urm\u0103toare \u00eenregistr\u0103rii, la Direc\u0163ia Jude\u0163ean\u0103 de Statistic\u0103;<\/li>\n\n\n\n<li>dispune m\u0103surile necesare p\u0103str\u0103rii registrelor \u015fi certificatelor de stare civil\u0103 \u00een condi\u0163ii care s\u0103 asigure evitarea deterior\u0103rii sau a dispari\u0163iei acestora \u015fi asigur\u0103 spa\u0163iul necesar destinat desf\u0103\u015fur\u0103rii activit\u0103\u0163ii de stare civil\u0103;<\/li>\n\n\n\n<li>atribuie codurile numerice personale, denumite \u00een continuare C.N.P., din listele de coduri precalculate, pe care le p\u0103streaz\u0103 \u015fi arhiveaz\u0103 \u00een condi\u0163ii de deplin\u0103 securitate;<\/li>\n\n\n\n<li>propune necesarul de registre, certificate de stare civil\u0103, formulare, imprimate auxiliare \u015fi cerneal\u0103 special\u0103, pentru anul urm\u0103tor, \u015fi \u00eel comunic\u0103, anual, structurii de stare civil\u0103 din cadrul S.P.C.J.E.P.;<\/li>\n\n\n\n<li>reconstituie registrele de stare civil\u0103 pierdute ori distruse &#8211; par\u0163ial sau total -, prin copierea textului din exemplarul existent, certific\u00e2nd exactitatea datelor \u00eenscrise prin semnare \u015fi aplicarea sigiliului \u015fi parafei;<\/li>\n\n\n\n<li>prime\u0219te cereri \u0219i elibereaz\u0103 extrase multilingve de stare civil\u0103;<\/li>\n\n\n\n<li>prime\u015fte cererile de schimbarea numelui pe cale administrativ\u0103 \u015fi documentele prezentate \u00een motivare, pentru a fi transmise, spre verificare, serviciului public comunitar local de eviden\u0163\u0103 a persoanelor la care este arondat\u0103 unitatea administrativ-teritorial\u0103;<\/li>\n\n\n\n<li>prime\u015fte cererile de \u00eenscriere de men\u0163iuni cu privire la modific\u0103rile intervenite \u00een str\u0103in\u0103tate, \u00een statutul civil al persoanei, determinate de divor\u0163, adop\u0163ie, schimbare de nume \u015fi\/sau prenume, precum \u015fi documentele ce sus\u0163in cererile respective, pe care le \u00eenainteaz\u0103 D.E.P.A.B.D., \u00een vederea aviz\u0103rii \u00eenscrierii men\u0163iunilor corespunz\u0103toare sau, dup\u0103 caz, a emiterii aprob\u0103rii;<\/li>\n\n\n\n<li>prime\u015fte cererile de transcriere a certificatelor \u015fi extraselor de stare civil\u0103 procurate din str\u0103in\u0103tate, \u00eenso\u0163ite de actele ce le sus\u0163in, \u00eentocmesc referatul cu propunere de aprobare sau respingere a cererii de transcriere pe care \u00eel \u00eenainteaz\u0103, \u00eempreun\u0103 cu \u00eentreaga documenta\u0163ie, \u00een vederea aviz\u0103rii prealabile de c\u0103tre D.P.C.J.E.P. \u00een coordonarea c\u0103rora se afl\u0103;<\/li>\n\n\n\n<li>prime\u0219te cereri de transcriere a certificatelor de stare civil\u0103 pentru cet\u0103\u021benii moldoveni\/ucrinieni care au dob\u00eendit\/redob\u00eendit cet\u0103\u021benia rom\u00een\u0103 \u0219i nu au avut niciodat\u0103 domiciliul \u00een Rom\u00eenia, conform prevederilor legii nr. 14\/2018. electronice, a permiselor de conducere, a certificatelor de \u00eenmatriculare \u0219i a pl\u0103cilor cu numere de \u00eenmatriculare a vehiculelor, serviciul public comunitar local de eviden\u021b\u0103 a persoanelor are urm\u0103toarele atribu\u021bii principale:<\/p>\n\n\n\n<ol style=\"color:#324b80\" class=\"wp-block-list has-text-color\">\n<li>prime\u0219te cererile, preia \u00een sistem informatizat imaginile solicitan\u021bilor \u0219i solu\u021bioneaz\u0103, \u00een sistem de ghi\u0219eu unic, precum \u0219i documentele necesare \u00een vederea eliber\u0103rii pa\u0219apoartelor simple electronice, permiselor de conducere, certificatelor de \u00eenmatriculare \u0219i a pl\u0103cilor cu numere de \u00eenmatriculare a vehiculelor, pentru cet\u0103\u021benii care domiciliaz\u0103 \u00een raza de competen\u021b\u0103;<\/li>\n\n\n\n<li>trimite serviciului public comunitar pentru eliberarea \u0219i eviden\u021ba pa\u0219apoartelor simple electronice, respectiv serviciului public comunitar regim permise de conducere \u0219i \u00eenmatriculare a vehiculelor, cererile \u0219i documentele necesare \u00een vederea procedurii pa\u0219apoartelor simple electronice, permiselor de conducere, certificatelor de \u00eenmatriculare \u0219i a pl\u0103cilor cu numere de \u00eenmatriculare a vehiculelor;<\/li>\n\n\n\n<li> preia de la serviciile publice comunitare competente pa\u0219apoartele simple electronice, permisele de conducere, certificatele de \u00eenmatriculare \u0219i pl\u0103cile cu numere de \u00eenmatriculare a vehiculelor \u00een vederea \u00eenm\u00e2n\u0103rii lor c\u0103tre solicitan\u021bi;<\/li>\n\n\n\n<li>\u00eenm\u00e2neaz\u0103 pa\u0219apoartele simple electronice, permisele de conducere, certificatele de \u00eenmatriculare a vehiculelor \u0219i pl\u0103cile cu numere de \u00eenmatriculare a vehiculelor, persoanelor fizice care au solicitat eliberarea acestora;<\/li>\n\n\n\n<li>r\u0103spunde la corectitudinea datelor preluate din documentele primare \u0219i \u00eenscrise de cet\u0103\u021beni \u00een formularele utilizate pentru eliberarea pa\u0219apoartelor, permiselor de conducere auto \u0219i certificatelor de \u00eenmatriculare;<\/li>\n\n\n\n<li>\u021bine registrele de eviden\u021b\u0103 pentru fiecare categorie de documente eliberate;<\/li>\n\n\n\n<li>\u00eendepline\u0219te \u0219i alte atribu\u021bii pe linia eliber\u0103rii documentelor \u00een sistem de ghi\u0219eu unic, reglementate prin acte normative.<\/li>\n<\/ol>\n\n\n\n<h6 class=\"wp-block-heading has-text-color\" style=\"color:#324b80\">Sec\u0163iunea IV<\/h6>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\"><strong>ATRIBU\u0162II PE LINIE INFORMATIC\u0102<\/strong><\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\"><strong>Art. 18&nbsp;<\/strong>\u2013 Pe linie informatic\u0103, direc\u0163ia de eviden\u021b\u0103 a persoanelor are urm\u0103toarele atribu\u0163ii principale:<\/p>\n\n\n\n<ol style=\"color:#324b80;list-style-type:lower-alpha\" class=\"wp-block-list has-text-color\">\n<li>actualizeaz\u0103 Registrul Na\u0163ional de Eviden\u0163\u0103 a Persoanelor cu datele privind persoana fizic\u0103 \u00een baza comunic\u0103rilor \u00eenaintate de ministere \u015fi alte autorit\u0103\u0163i ale administra\u0163iei publice centrale \u015fi locale, precum \u015fi a documentelor prezentate de cet\u0103\u0163eni cu ocazia solu\u0163ion\u0103rii cererilor acestora;<\/li>\n\n\n\n<li>actualizeaz\u0103 Registrul Na\u0163ional de Eviden\u0163\u0103 a Persoanelor cu men\u0163iunile operative, precum \u015fi cu informa\u0163iile preluate din comunic\u0103rile primite \u015fi extrage din R.N.E.P. situa\u0163ii statistice pe linie de eviden\u0163\u0103 a persoanelor, utiliz\u00e2nd aplica\u0163iile informatice puse la dispozi\u0163ie de D.E.P.A.B.D.;<\/li>\n\n\n\n<li>preia \u00een Registrul Na\u0163ional de Eviden\u0163\u0103 a Persoanelor datele privind persoana fizic\u0103, \u00een baza comunic\u0103rilor nominale pentru n\u0103scu\u0163ii vii, cet\u0103\u0163eni rom\u00e2ni, ori cu privire la modific\u0103rile intervenite \u00een statutul civil al persoanelor \u00een v\u00e2rst\u0103 de 0-14 ani, precum \u015fi datele privind persoanele decedate;<\/li>\n\n\n\n<li>preia \u00een sistem informatizat imaginea cet\u0103\u0163enilor care solicit\u0103 eliberarea actelor de identitate sau care solicit\u0103 \u00eenscrierea men\u0163iunii de stabilire a re\u015fedin\u0163ei \u00een buletinul de identitate;<\/li>\n\n\n\n<li>opereaz\u0103 \u00een Registrul Na\u0163ional de Eviden\u0163\u0103 a Persoanelor data \u00eenm\u00e2n\u0103rii c\u0103r\u0163ilor de identitate \u015fi a c\u0103r\u0163ilor de identitate provizorii;<\/li>\n\n\n\n<li>clarific\u0103 neconcordan\u0163ele dintre nomenclatorul arterelor de circula\u0163ie \u015fi situa\u0163ia din teren, respectiv din speciali\u015ftii B.J.A.B.D.E.P., respectiv S.A.B.D.E.P. (1) Atribu\u0163iile directorului direc\u021biei de eviden\u021b\u0103 a persoanelor \u015fi ale personalului cu func\u0163ii de execu\u0163ie sunt prev\u0103zute \u00een fi\u015fele posturilor.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\">(2) \u00cen raport de modific\u0103rile intervenite \u00een structura sau activitatea a direc\u0163iei de eviden\u021b\u0103 a persoanelor, fi\u015fele posturilor p\u00e2n\u0103 la func\u0163ia de \u015fef serviciu, inclusiv, vor fi reactualizate, cu aprobarea directorului direc\u021biei.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\">(3)Fi\u015fa postului directorului direc\u021biei va fi reactualizat\u0103 numai cu aprobarea Consiliului local.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\">(4)Pe baza extraselor din prezentul regulament directorul direc\u021bei \u00eentocme\u015fte fi\u015fele posturilor pentru toate func\u0163iile din structur\u0103, pe care le aprob\u0103 primarul localit\u0103\u021bii.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\"><strong>Art. 2<\/strong>1&nbsp;&#8211; Personalul direc\u0163iei va fi \u00eencadrat \u00een grupa de munc\u0103 corespunz\u0103toare, conform reglement\u0103rilor \u00een vigoare.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\"><strong>Art. 22<\/strong>&nbsp;&#8211; Personalul direc\u0163iei este obligat s\u0103 cunoasc\u0103 \u015fi s\u0103 aplice \u00eentocmai, prevederile prezentului regulament, \u00een p\u0103r\u0163ile ce-l privesc.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\"><a href=\"https:\/\/evp-deva.ro\/despre-noi\/rof#sdfootnote1anc\">1<\/a><sup>\u0002<\/sup>&nbsp;\u00cen situa\u0163ia \u00een care sunt necesare, \u015fi pot fi sus\u0163inute din punct de vedere financiar-logistic, pot fi constituite, cu respectarea dispozi\u0163iilor O.U.G. nr. 63\/2010 aprobat\u0103 cu modific\u0103ri \u015fi complet\u0103ri prin Legea nr. 13\/2011, \u015fi structuri de juridic-contencios, financiar, asigurare tehnico-material\u0103, \u00een m\u0103sura \u00een care activit\u0103\u0163ile specifice nu sunt asigurate de structuri specializate din cadrul prim\u0103riei.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\"><a href=\"https:\/\/evp-deva.ro\/despre-noi\/rof#sdfootnote2anc\">2<\/a><sup>\u0002<\/sup>&nbsp;\u00cen cazul care nu sunt deservite \u015fi localit\u0103\u0163i apar\u0163in\u00e2nd altor unit\u0103\u0163i administrativ teritoriale, acest fapt trebuie s\u0103 se reflecte \u00een cuprinsul art. 10 alin .(2) din Regulament.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#324b80\"><a href=\"https:\/\/evp-deva.ro\/despre-noi\/rof#sdfootnote3anc\">3<\/a><sup>\u0002<\/sup>&nbsp;Re\u0163ine aten\u0163ia faptul c\u0103 rearondarea unor localit\u0103\u0163i se realizeaz\u0103 \u00een condi\u0163iile art. 25 alin.
